In this series of records, the writing passage mentions a problem and a number of solutions for it, and the listening passage focuses on why the applied solutions did not give the anticipated result.

The reading passage describes that Wood university had a big problem which was insufficient budget to operate for the upcoming year. To manage this problem, the officials of the university arranged a meeting and discussed about various solutions. Finally, they decided on several plans, one of which was increasing parking fees for students. As a result, the parking fee which was four dollars before was raised to eight dollars. It was expected that by implementing this plan the money collected from parking would be doubled.

The lecturer in the listening passage explains how this expectation did not quite pan out as intended. The four-dollar-per-day fee was already difficult to afford for many students. Therefore, they started looking for other ways such as carpooling, bicycling, walking and taking bus to get to school. As a consequence, the number of students parking their cars in the campus declined by more than half, and the overall amount of money collected from parking fees was reduced to less than it had been before.
