The author of the reading passage focuses on a university school drawback which is the reduced budget of the upcoming year. The lecturer in the listening section, clarifies a consequence of the selected solution.

Owing to the fact that the university is running short of budget, the author discusess the campus officials' various resolutions for this problem. The officials came up with a plenty of ideas to raise additional funds. The options were either raising tuiton, campus fees and other costs, or decreasing salaries. The preferencial way out was increasing daily parking fees twice only for students, but not for faculty members or administrators.

The campus officials expected that doubling the cost of parking fees from four dollars to eight dollars would lead to doubling the income. However, as the lecturer states in the listening section that evalating parking fees ended up with decreasing the budget. Selected solution had some consequences, which campus officials could not foresee. Many students who were running out of money and failed to pay the parking fees, decided to carpool with other students. Moreover, in order to save gas and tuiton, students divided the fees and paid them together. The students which prefered to go to school solitarily, focused on alternative options such as walking, bycling and using the school bus to reduce the costs. As the lecturer posits, the attidutes of students resulted in diminshing the income, since the number of students using the parking lot decreased by half.
